It is a centerpiece initiative of the Indian government that was launched in 2001 with the goal of achieving the universalization of elementary education (UEE). Article 21 of the Indian Constitution SSA’s legal base is the declaration that free, public education is a fundamental right for all kids between the ages of 6 and 14. Background

SSA existed from 2000–2001 and started as an intervention program in 2002. To promote universal primary education, the District Primary Education Program (DPEP) was launched in 1993–1994 and is where it has its roots. The DPEP covered 272 districts in 18 states over the course of several phases. The expense of the program is split by the Central Government and the State Governments at a rate of 15% each.

The Central share was funded in part by a number of external organizations, most notably the World Bank, the Department for International Development (DFID), and UNICEF. By 2001, more than $1500 million had been committed to the scheme, which would benefit 50 million children. The authors came to the conclusion that while there was little evidence of any influence on females’ enrollment in Phase I of the program, DPEP’s net impact on minority children was impressive. However, they came to the conclusion that the DPEP investment paid off since it sparked a cutting-edge approach to primary school interventions in India.

Goals of Sarva Shiksha Abhiyan 

By the year 2000, every kid in the age range of 6 to 14 will receive a practical and pertinent basic education thanks to the Sarva Shiksha Abhiyan. Another objective is to close gender and social inequities by involving community activities in managing the schools.

The District Institutes of Education and Training also vary greatly in terms of their nature and efficacy. The Committee advised removing the differences between national and state systems (such as the standards for entry age).
The Committee also noted several teacher openings under SSA, which has a negative impact on how the program is implemented. It was suggested that the states should be able to hire new teachers to fill the openings created by the SSA as long as they remain in sanctioned posts.
